How community councils work

Community councils are the focal point for discussions on local matters with local people, partner organisations, community groups and other individuals. This includes opportunities for questions and answers, open discussions, direct consultation on key issues and ways of influencing the council in its strategic and policy development.

There is the more formal decision making process, largely determined by law. This is set up, managed and monitored by officers of the council. There are, for example, strict requirements and guidelines for making planning decisions. Meetings are run as informally as possible, with a chair directing business under a published agenda. Officers attend to advise councillors, present items and record decisions.

Public participation is important to the way in which community council meetings are organised.

Who can attend community council meetings?

Community council meetings are open to everyone, whether you live, work, or have an interest in the community council area.

How do I raise an issue at my community council?

There are several ways that an item can be raised at a community council.

The main ways are


 

  • Making a public question
  • Raising a deputation
  • Placing an item on the agenda
  • Public question session, if time allows

 


It is best if early notice is given to allow for more comprehensive replies.

How are agendas for the community council meetings set?

Agendas are set by each community council and offer the community the opportunity to include items. The community councils are also obliged to consider specific matter, such as planning applications and they may respond to other business that is determined by the council, the executive and the community.


 

Each community council determines how it considers other matters. It is expected that issues raised by local communities are within the remit of community councils. The chair has the responsibility to agree and set the agenda.

Who runs the community council meetings?

These meetings are part of the council. Decisions are made through currently elected members. The local councillors in each area make up each community council, all partner organisations and members of the public can get involved in the process.

What is the relationship between community councils and the council?

Some responsibilities have passed to community councils. The council's constitution has been amended to allow community councils to operate and these changes are set out in such a way as to make it clear where authority rests.

Safeguards are put in place to ensure that community councils operate within the rules and to maintain accountability.

What are the political differences between the community councils?

There is no requirement for proportionality. Unlike committees, the existing local councillors, whatever their political party, make up community councils.

What about other forums and community groups?

Members of forums can attend as a group or as individuals to make suggestions.

If forums have relevant concerns, they will be considered. Any individual concern, for example, housing repair requests or personal tax matters will not be considered.

The decision making role is clearly set out above and community councils cannot make decisions outside of their areas of responsibility.
